The Opportunity: We are seeking a highly experienced, detail-oriented, and proactive Licensed Customs Broker to serve as our Import Customs Clearance Manager . This is a critical leadership role that will directly oversee all aspects of import customs clearance and Importer Security Filing (ISF) for cargo arriving into the United States. You will not only manage our dedicated team but also drive significant process improvements and automation initiatives within the clearance function. Key Responsibilities:

  • Lead Import Customs Clearance & ISF: Directly oversee and manage all import customs clearance activities and Importer Security Filing (ISF) for cargo entering the United States, ensuring accuracy, timeliness, and full compliance with U.S. Customs and Border Protection (CBP) regulations.
  • Team Leadership & Development: Directly supervise, mentor, and develop a team of 5 Import Operations specialists focused on customs clearance, fostering a high-performing and collaborative work environment. Conduct performance reviews, provide constructive feedback, manage workload, and ensure ongoing professional growth.
  • Regulatory Compliance & Expertise: Serve as the primary internal expert on U.S. import regulations, including HTS classification, valuation, country of origin determination, Free Trade Agreements, anti-dumping/countervailing duties, and other applicable trade laws. Ensure strict adherence to CBP and other government agency (OGA) requirements.
  • Workflow Automation & Process Improvement: Identify opportunities to streamline and automate customs clearance and ISF workflows using technology. Lead the implementation of new systems and processes, ensuring efficiency, accuracy, and team adoption within the brokerage function. Drive continuous improvement initiatives.
  • Documentation Oversight: Ensure accurate and timely preparation, review, and submission of all customs-related documentation (e.g., CBP Form 7501, ISF filings, commercial invoices, packing lists, certificates of origin, import licenses).
  • Customs Agency Interface: Act as the primary liaison with U.S. Customs and Border Protection and other relevant government agencies concerning import clearances, audits, and inquiries.
  • Risk Management & Problem Solving: Proactively identify and mitigate compliance risks associated with import customs clearance. Effectively resolve issues such as customs holds, penalties, or documentation discrepancies.
  • Cost Optimization & Negotiation: Strategically analyze customs duties, taxes, and other associated fees to ensure cost-effectiveness and compliance.
  • Data Analysis & Reporting: Monitor and analyze customs clearance data, prepare comprehensive reports on compliance metrics, performance, and costs, identifying actionable insights.
  • Strategic Contribution: Advise senior management on customs and trade compliance matters, contributing to strategic planning and risk mitigation efforts.

Qualifications:

  • MUST POSSESS A VALID U.S. CUSTOMS BROKER LICENSE.
  • Bachelor's Degree Required in Business Administration, International Trade, Logistics, Supply Chain Management, or a related field.
  • 5-8+ years of progressive experience in import customs brokerage and/or managing import customs clearance operations.
  • Minimum of 2-3 years of direct supervisory experience leading a team of 3 or more individuals specifically in a customs brokerage or import compliance department.
  • Proven experience with workflow automation and process improvement initiatives within a customs clearance environment. Demonstrated comfort with identifying inefficiencies and implementing technological solutions (e.g., brokerage software optimization, data integration, advanced Excel/VBA, RPA tools).
  • In-depth, expert-level knowledge of U.S. import regulations , including HTS classification, valuation, country of origin rules, Free Trade Agreements, and customs clearance procedures.
  • Strong understanding of ISF requirements and best practices.
  • Exceptional organizational skills and meticulous attention to detail for highly regulated documentation.
  • Excellent negotiation, analytical, and problem-solving abilities.
  • Superior verbal and written communication skills for effective interaction with internal teams, external partners, government agencies, and clients.
  • Proficiency with customs brokerage software (NetCHB is preferred), ERP systems, and customs compliance software. Strong Excel skills are essential.

  • Market-Level Salary: A competitive base salary ranging from approximately $90,000 to $130,000 annually , commensurate with experience and qualifications, reflecting the specialized expertise of a Licensed Customs Broker and leadership responsibilities in the greater Texas market.
